A common complaint of child welfare workers is that large caseloads impede their ability to provide services.
Abstract
The authors describe how they complied with a judicial mandate to establish a method of determining maximum size for mixed caseloads -- the considerations involved, the approaches used, the formulas evolved, and the circumstances in which it works best.
