The audit examined the overall structure of administration; the case management practices at the district and circuit courts; the support services related to the management of information systems, records, and personnel services; and the appropriateness and adequacy of the programs carried out by the courts. The analysis showed that the Judiciary administration lacks the strong professional and managerial expertise needed to remedy past problems and to meet the current demands placed on the system. Thus, employees view management actions as arbitrary because they are not made openly in the context of a clear organizational structure and the policies and procedures needed to establish accountability. In contrast, caseflow management is generally healthy, although some trouble spots exist.
