This training manual is designed to help site coordinators in the Serious Habitual Offender Comprehensive Action Program (SHOCAP) to start a SHOCAP volunteer program in their jurisdiction.
Abstract
The manual is intended as a supplement for classroom training, a trainer's guide, a source document for program managers after training is completed, and a guide for developing a program. The guidelines emphasize the benefits of volunteers in delivering worthwhile discretionary services that are rarely budgeted. The 2.5-day session focuses on the advantages and issues related to establishing a volunteer program; the steps in a needs assessment; methods for obtaining executive-level support for the program; procedures for recruitment, selection, and placement of volunteers; and program management. Forms, checklists, worksheets, step-by-step instructions for conducting specific procedures, and attached sample materials from the pilot test of the program in Prince William County (Va.).
