This document reports on two studies mandated by the State legislature of Hawaii: (1) a review of the State Criminal Justice Information and Identification System and recommendations for the future of the program and (2) an examination of the Hawaii Automated Fingerprint Identification System and the possibility of linking it with systems developed by States in the Western Legislative Conference.
Abstract
The report indicates that the Criminal Justice Information System is deficient and inefficient, suffering from chronic data entry backlogs. It is recommended that the Criminal Justice Data Interagency Board be strengthened and its legislative life extended so that it can assist in committing resources to overcome the deficiencies of the existing systems and obtain the full participation of Hawaii's criminal justice agencies in defining tasks, assigning resources, and meeting goals. The Automated Fingerprint Identification System is judged to be operated in an effective manner. It is recommended that resources be used to implement the system throughout the State and to develop a control support function. Only after these goals are met should the State consider linking with the systems of other States.
