Operation CLEAN developed out of a smaller operation in a one-block site in downtown Dallas consisting of increased uniformed patrols, undercover buys, and street arrests. CLEAN identifies sites by considering degree of drug infestation, volume of service calls, number of reported violent crimes, and overall physical condition of the area. Each project is approached with three strategies: to provide immediate relief from high-profile drug trafficking using narcotic officer patrols and neighborhood sweeps; to begin short-term remedies to maintain a relatively drug-free environment by assigning extra officers to the area and beginning general rehabilitation through other city agencies; and to develop long-term solutions involving police, social services, religious counseling, and environmental services. To avoid displacement of criminal activity into other sectors, patrol officers gradually broaden their areas of coverage, and new target areas are identified. All City of Dallas departments and many community organizations are committed to the success of Operation CLEAN.
