Statistics on black victimization are provided, with emphasis on the greater vulnerability of poor black families who live in cities. The policies undertaken by the Reagan administration to aid crime victims are discussed. If blacks are to fight crime and drug abuse, they must develop strong and healthy communities and crime prevention activities such as neighborhood watch. Citizen involvement is important in community crime prevention. Strong and stable families who adhere to traditional moral, family, and religious values must be encouraged for their efforts and example will build strong and crime resistant black communities.
