An overview noted that many governmental agencies use some form of personal identification, no current standards govern the existence, integrity, or use of the various forms of identification. Another presentation focused on the role of SEARCH Group, Inc., a national consortium created and operated by the States to exchange ideas and formulate strategies for translating new developments in information technology into criminal justice applications. Additional discussions focused on the uses of identification to regulate firearm sales, investigate counterfeiting and other fraud, investigate other crimes and identify suspects, determine eligibility for government programs and benefits, and accomplish other purposes. The participants agreed that the documents currently used for identification have many deficiencies and that little cross-referencing occurs. They concluded that the driver's license process may offer the best opportunity for improvement of identification systems. They also agreed that the Federal government should take the lead in providing legislation and funding to address the many issues involved.
