Abstract
A sample voucher statistics report contains pleading, sentence, and trial codes for each attorney according to charges. Other sample forms and data pertain to a statement of services rendered, calendared court appearances, jail visit verification, and case log sheet. An assessment of the assigned-counsel program of Clinton County, N.Y., profiles the deficiencies and strengths of the county's public defense system, noting that the most glaring problem is the underrepresentation of nonfelony offenses and the alleged failure of many lower courts to assign attorneys to defendants charged with felonies. A study of the public defense services of Ontario County, N.Y., gives top priority to the establishment of the Public Defense Commission in the county. The handbook of rules and regulations for the Onondaga County assigned-counsel program covers placement on the assigned counsel panel, suspension and removal, client eligibility, voucher and billing requirements, the review and payment of vouchers, continuing legal education, limit on the number of assignments to each attorney, assignments in homicide cases, and referrals in custody and visitation cases.
