A problem-oriented approach to law enforcement related to illegal drugs began in 1988 in Atlanta, Tampa, Philadelphia, Tulsa, Okla., and San Diego, Calif. under an agreement between the Police Executive Research Forum and the Bureau of Justice Assistance of the United States Department of Justice.
Abstract
The project arose from awareness that traditional law enforcement was ineffective in addressing the drug problems of the 1980's. To develop a new approach each city formed a management committee to conduct an inventory of the drug problems in the selected target area. The committees or task groups are also guiding the application of problem-oriented techniques of policing. Thus, task groups help police officers to identify problems, explore alternative strategies, review progress, and obtain resources to solve the problems. Group meetings attended by law enforcement personnel, housing officials, and other organizations have aided the effort. Photographs, a description of each city's project, and address from which to obtain more information are included.
