The mayor of San Antonio, Texas discusses the sources of crime and prison overcrowding and emphasizes that corrections planning and programming must recognize and address the relationships among crime, education, drug treatment, and jobs.
Abstract
The crime rate has risen during the economic downturn in Texas and has resulted largely from the pervasiveness of drugs in American society, from prison and jail crowding, and from the resulting overuse of early release. In the future, the skills of corrections professionals will become even more important than they are today due to the changing economic situation in the United States, the growth of an underclass in the United States, and the need for greater efforts to educate and prepare people from different cultural traditions. Without effective efforts in education and drug treatment, crime rates will continue to increase.
