This paper reviews literature relevant to the operational issues for corrections/industries ventures in juvenile institutions.
Abstract
It reviews the interactional theory of delinquency and extends the concept to recidivism. The risk factors associated with recidivism are linked to joint venture program elements. The organizational sections of the theoretical framework are summarized and related to program structure. Program elements are drawn from educational literature concerning vocational training and academic preparation. The paper also examines relevant legal issues and reviews the concerns that were raised by organized labor. The last portion of the paper deals with the environmental factors related to contract and fiscal issue which affect program design. An outline of the prototypes program area is also presented. 19 notes. (Author abstract modified)
