The barriers to the provision of better mental health services for children and families in Wisconsin are identified, and recommendations aimed at improving the system of care are offered.
Abstract
With the focus on the public sector, there are several barriers to providing adequate and appropriate mental health care to children. Some students qualify for, yet are not receiving, emotionally disturbed programming in the public schools. A high proportion of funds available for treating children with severe emotional disturbances are expended in residential or institutional placements which creates an unbalanced service system. Few services are available to families upon request until a major crisis occurs. Parents of children with serious behavior problems are often reluctant to seek services because they are ashamed of "going public." Recommendations to abolish these barriers include developing and refocusing funding to a greater array of services; improving assessment, case management, and services coordination; and improving the provision of information to families seeking mental health services for their children. 15 references, appendix.
