A survey of the facilities -- conducted through in-person interviews with administrators of facilities of varying sizes -- identified their concerns and experiences related to HIV infection. Informed by the results of these interviews, this guide provides current medical information on HIV infection and AIDS. Guidelines for relevant staff training pertain to administrators, all staff members, boards of directors, and volunteers. Other guidelines assist in the development of administrative and programmatic policies and procedures that enable responsible, sensitive care for HIV-infected children in residential settings. Also discussed are the problems of testing and confidentiality, including the medical and legal issues involved. An advocacy section discusses the programmatic and financial implications of current Federal legislation and provides an agenda for community and legislative action. 116 references, chapter notes.
