The report defines "domestic violence" as "violence between immediate and extended family members, close relatives, de factos, and separated spouses. The findings and recommendations pertain to cultural and other perspectives on domestic violence, community education, professional education and awareness, legal issues, human services, management of the issue, and understanding domestic violence. To provide an ongoing structure to coordinate work to stem domestic violence, the report recommends that a State committee and an administrative unit on domestic violence be established to continue the work of the Domestic Violence Council. Additionally, regional forums are recommended to continue countermeasures against domestic violence. Also recommended are a multicultural community education campaign against domestic violence, training for professionals who deal with victims and perpetrators of domestic violence, and legislation to improve protection for domestic-violence victims. The council recommends that no new substantive offense of domestic violence be enacted, but that the criminality of domestic violence under existing law be given renewed emphasis.
