The first section of the report describes the results of the investigations. This covers topics related to criminal prosecutions, civil remedies, and administrative actions. Another section reports on comparative case characteristics, providing data on other case characteristics and relating these characteristics to case outcomes. The study found that only 4 percent of the cases in the sample resulted in recommendations for management improvement. Of the cases involving criminal prosecution, less than 1 percent resulted in recommendations. Only 3 percent of the cases came from hotline sources, and the same percentage of cases derived from inspector general audit referral. In 35 percent of the cases, there was a written investigative plan. The percentage of convictions in cases with and without a written investigative plan was approximately the same. The report does not draw broad conclusions, but rather provides a reference document on some characteristics of inspector general investigations. 34 tables.
