This document provides recommendations addressed to international governments and organizations that can contribute to the fight against drug abuse and to the suppression of illicit trafficking.
Abstract
In the prevention and reduction of the illicit demand for drugs, the following areas are targeted: the extent of drug misuse and abuse; the organization of systems for collecting and evaluating data; the role of the media; and prevention through education, employment, community programs, and leisure-time activities. In controlling the supply of drugs, the strengthening of the international system and movements of drugs, the rational use of pharmaceuticals, and the identification of illicit drug plant cultivation are among the targeted items. The disruption of major trafficking networks; the strengthening of border controls; and land, water, and air surveillance are major targets in the suppression of illicit trafficking. In the area of treatment and rehabilitation for drug abusers, the selection of treatment programs, training for personnel, reduction of transmitted diseases through drug-using habits, and social reintegration of recovering drug addicts are among the targets.
