The Colorado Judicial Department integrated the use of electronic monitoring (EM) in the Intensive Supervision Probation (ISP) Program in January 1988. EM devices are now available in all 22 department jurisdictions.
Abstract
Colorado's ISP Program has been successful as a prison diversion model. Its EM component is utilized with probationers who exhibit the greatest risk to the community and require additional surveillance and control. Offense distribution in 1988 and 1989 indicated that 29 percent of EM installations were for drug-related offenses. The EM component was intended to divert drug-abusing offenders from the prison system. Appropriate offenders were placed in the ISP Program. The percentage of successful terminations was significant and encouraging. The estimated cost of regular ISP is $6.07 per day, or $2,218 a year. With EM added, the cost is $6.27 per day, or $2,938 a year. Colorado implemented on-site drug testing as part of the ISP Program in November 1988. 2 tables.
