Considerations for implementing a sting operation by law enforcement agencies are discussed.
Abstract
Many law enforcement agencies around the country have conducted sting operations using different scenarios. The common element in all successful tactical operations is sound planning. Issues to consider in developing a sting include feasibility, target identification, scenario, duration, site considerations, cost, staffing, arrest procedures, and the handling of nontargets. In determining if a sting operation is feasible, the following factors should be considered: crime problems, ability to staff, estimated cost, a comparison of these costs with other warrant service methods, jail impact, public relations, and employee motivation and rewards. Target identification is perhaps the easiest issue to resolve. The sting itself, and the method used to market it is an important consideration. As in business, proper marketing of the product is essential. The length of the operation creates other issues, including site security and the need to emulate a real business. The success of a sting operation can be determined by the number of felony arrests and favorable news accounts.
