Such a program would measure an individual's competence and help the skilled practitioner to "stand out" professionally. It would also help novices by defining the information security body of knowledge and providing study guides. From the organization's viewpoint, it would enhance the likelihood of making better hiring decisions in this highly specialized field. From a broader perspective, the existence of a comprehensive, widely accepted certification program would add credibility and prestige to the entire information security community. This article presents a report on a new, nonprofit organization -- the International Information Systems Security Certification Consortium (ISC) -- whose efforts will lead to the first formal certification examination by September 1991. ISC's founding is described, along with its organizational structure and planning process. The article concludes with a plea for cooperation and financial support. (Author abstract)
