Just over 60 people attended the seminar, including heads of UNAFEI and representatives of China's Ministry of Public Security, Supreme People's Procuratorate, Supreme People's Court, and Ministry of Justice. The primary achievement of the seminar was the development of 17 recommendations for the United Nations. One recommendation was that nations promote crime prevention and crime control through the development of their economies and cultures, the upgrading of moral ethics, and education in the law. Another recommendation was that criminal justice institutions conduct their duties in accordance with law and encourage contact, cooperation, and coordination among themselves. Also recommended was the increased involvement of the public and public institutions in crime prevention and offender treatment. Other recommendations pertained to investigation, prosecution, trial and treatment of offenders, and juvenile delinquents.
