Abstract
An overview of crime trends, with attention to 1988, focuses on penal code offenses, major penal code offenses, offenses against special laws, and trends in certain offenses and offenders. The latter discussion covers drug offenses, offenders composing or associated with Boryokudan, mentally disordered offenders, terrorist groups, elderly offenders, and female offenders. The internationalization of offenses and offenders is also considered. Data and information on the treatment of offenders address the procedure for treating adult offenders, prosecution, trial, correction, and offender rehabilitation (parole, probation, and pardons). A section on juvenile delinquency and its treatment covers general trends in juvenile delinquency, treatment proceedings, prosecution and trial, classification homes, training schools and prisons, and rehabilitation.
