Consideration of biomedical and epidemiologic research developments focuses on the development and testing of therapeutic drugs; the natural history of HIV infection; the accuracy, interpretation, and meaning of HIV antibody test results; and the development of vaccines. Following a review of patterns of HIV infection and AIDS in the population at large, this report presents data on AIDS cases among correctional officers and inmates. A discussion of the link between tuberculosis and HIV infection is followed by an overview of the kinds of AIDS education and training being offered in correctional facilities. Infection control measures for staff and inmates as well as the availability of condoms are discussed, as are HIV antibody testing policies for inmates, pretest and posttest counseling, and notification of inmate HIV status. Other issues considered are the trend away from blanket segregation of inmates with HIV infection, medical furloughs, medical care, access to clinical trials, and inmate and staff litigation regarding correctional AIDS policies. 32 notes.
