This manual summarizes the ways in which Federal, State, and local governments have acquired 14 former military properties and used them as 19 separate correctional facilities.
Abstract
It also reviews the effects of these facilities in generating jobs and income in comparison to when the military bases were open. Broad estimates are also presented of norms for correctional facilities workforces, payrolls, contracted services, and other expenditures. Details are also given on the formation and operation of community organizations to oversee the reuse process, on the acquisition of the property for correctional purposes, on the costs and benefits, and on community reactions to the correctional uses of these facilities. Case studies describing Federal, State, and County facilities; photographs, tables, map, and appended Federal regulations and other background information.
