The European Community will press forward with new technology and become a simpler and more effective way of getting things done. It will stimulate economic activity through the development of a Common Market. In order for the police to cope with the new working conditions and respond to even more virulent criminality, there should be identical criminal legislation, an internationally recognized classification of infractions of the law, and an international data bank guaranteeing uniformity of measures taken. The European Community, in spite of differences and indifferences, is being built and in the end its principal aim of safeguarding a free and secure society must be accomplished.
