The responsibility for dealing with major incidents in the Netherlands rests with a number of authorities, depending on the size of the occurrence. Where loss of life occurs, for example, the investigation into the cause of the disaster would be the responsibility of the public prosecution service. In France, the Organisation des Secours (ORSEC) Plan is implemented for the organization of the command structure and provision of the necessary coordination from a national level, but does not deal with specific tasks. The Departmental Prefect is in charge of operations and has the authority to release the ORSEC Plan. In Belgium, the responsibility of major disaster is that of the province governor who obtains full cooperation from a number of bodies and institutions. The National Central Bureau prepares and facilitates inquiries to be accomplished in Belgium by foreign police officers. (Author abstract modified)
