As part of a $40-million program funded by the Defense Department through September 1989, the National Guard assisted local police and sheriffs in various drug interdiction efforts.
Abstract
Typical assistance by the National Guard included cargo inspection at border entry points, seaports, and airports as well as the detection and monitoring of drug smuggling through flight crew surveillance. The Guard also performed more specialized ground and airborne surveillance missions, including aerial photography and other imagery, radar surveillance, and long-range reconnaisance. They flew police to intercept drug runners, transported equipment, and seized material. The Guard loaned police sophisticated surveillance equipment along with helicopters and other light aircraft. The Guard trained officers in the use of the equipment. Guard personnel acted strictly in a supportive capacity; they did not conduct police investigations, make arrests, or conduct metropolitan street patrols. Virtually every State has had National Guard assistance to local law enforcement programs. Particular examples of Guard assistance programs are described in this article.
