A review of current law enforcement resources addresses Texas' compliance with the national drug control strategy, the Texas Narcotics Control Program, new legislative initiatives, State and local enforcement resources, and Federal drug law enforcement initiatives in Texas. A presentation of the 1990 statewide strategy for drug and violent crime control has nine elements. These are to reduce the volume of illegal drugs trafficking through the State, immobilize illegal drug networks by targeting specific drug organizations, and reduce the amount of methamphetamine and amphetamine available on the streets. Other program elements are to enhance investigations of drug organizations by developing new intelligence sources, remove the financial incentive for drug trafficking through asset seizure and forfeiture, break the link between drugs and violent crime, and conduct further evaluation of established drug-control efforts. The strategy will also fight violent crime through strengthened legislative provisions and expedite the prosecution and adjudication of drug offenders. Included are descriptions of program areas authorized for 1990 and recommendations to the U.S. Congress and the Office of National Drug Control Policy. Appended supplementary material.
