The report presents the options for addressing jail overcrowding at various stages of case processing. The general solutions focus on the general causes of the lack of hard data on the causes of crowding and the need for high-level commitment to manage the jail population. The option for dealing with the lack of hard data on crowding causes involves computer-generated studies of the inmate population and criminal justice system. The option for encouraging high-level commitment to the efficient management of the jail population involves monthly meetings of the jail oversight committee to review data, problems, and solutions to manage case flow. Other options focus on the causes of jail overcrowding at the following stages of case processing: arrest, prosecution, and pretrial stages; court stage; and post-sentence stage. Other options address causes pertaining to special inmate populations and facilities. "Tabled" and "rejected" options are outlined. The format for each option encompasses a problem statement, an option statement, the pros and cons of the proposed solution, option costs, and option impact.
