This study examines issues involving the future acquisition of quality police vehicles by metropolitan police agencies in California.
Abstract
Futures research was accomplished using a questionnaire based on personal interviews and a literature search. Ford and Chevrolet engineers were visited in Detroit, and their idea of a police vehicle in the year 2000 was analyzed. Strategic planning to provide quality police vehicles was studied. The examination of policy alternatives resulted in six recommended strategies: (1) formation of a police vehicle task force comprised of manufacturer representatives, fleet maintenance personnel, municipal police, and California Highway Patrol personnel; (2) expansion of group purchasing programs; (3) limitations on police package options by manufacturers; (4) method to provide officer input for issues involving police vehicles; (5) identification and development of innovative plans to acquire vehicles by police agencies; and (6) development of vehicle maintenance planning by police agencies. A transition management plan to accommodate future change is described. Appendixes contain the survey questionnaire on future police vehicles and supplemental information on analysis procedures and findings. 53 references, 14 figures.
