The Jail Needs Assessment Committee established goals and objectives and then evaluated the county's main jail and minimum security facility. The committee also conducted a profile, classification, and tracking study of the inmate population and flow. Study consultants developed options for bedspace demands through facility expansion and new construction. The committee chose to reduce projected demand by implementing alternatives to custody. Additionally, the committee decided to seek funds for a new 771-bed main jail at an estimated cost of $45 million. Alternative-to-custody options include expanded county parole, increased use of pretrial release for felonies and misdemeanors, reduced pretrial incarceration length of stay for public inebriates and drunk drivers, electronic monitoring, and alternative housing for public inebriates and the mentally disordered.
