This report describes the architectural program that is part of the master planning and development process for Louisiana's Caddo Parish Sheriff Department detention facilities.
Abstract
The purpose of the master plan is to provide a foundation for designing a new parish detention facility to house male and female arrestees who are awaiting or involved in adjudication or for postsentence inmates who have been sentenced to serve time in the parish jail. The master plan proposes long-range detention facility development over a 10-year period from 1990 to 2000. Phase one is the construction of a 600-cell direct supervision jail to be built in downtown Shreveport. Phase two involves remodeling the existing courthouse jail solely for court holding purposes. Phase three proposes the addition of housing to the new jail, if the need arises. The architectural program for detention facility development is based on such functional areas as general population, intake, special, female, and mental health housing areas; a work furlough area; a video arraignment court; inmate program and service areas; and administration and staff support areas. Security, communication, and staffing components are also incorporated in the architectural program. Tables and illustrations.
