Contributing authors to this volume desire to help State school officers better understand the challenges involved in providing more effective educational programs for at-risk students.
Abstract
The Council of Chief State School Officers assumes that all students can learn; that what each student learns must include a challenging and common curriculum; and that how, where, and when learning occurs and who delivers the instruction should vary according to what works. In focusing on at-risk students, volume chapters examine values and standards in schools serving at-risk youth, along with schools in poor communities. Consideration is also given to race, income, and educational inequality; the deinstitutionalization of educational inequity; educational challenges in serving limited English-proficient students; and achievement. Other chapters discuss productive educational practices, public support for successful instructional programs, accelerating elementary education for disadvantaged students, and adolescent pregnancy prevention.
