Included are enacted bills covering 16 major public policy topics related to children, youth, and families. Education issues are not included unless they are related to other topic areas such as teen pregnancy and substance abuse. An exception is legislation related to preschool education, which is included in the Child Care/Early Childhood Education section. Child health and mental health issues are included but additional health legislation related to families will be provided in "1989 Health Care Legislation."
