The effort arose from the recognition that the drug problem had increased sharply from the 1960's and that leaving services at their earlier level or increasing the number of specialists were both inappropriate responses. Thus, the health authority decided to adapt the preexisting generic services such as general practitioners and social services so that they would become more confident and competent in dealing with individuals with drug problems. Therefore, the National Health Service drug clinic and the private sector developed a trusting collaboration that has improved treatment access for drug abusers and training for providers. The developments in this region during the 1980's show how much can be achieved with central coordination and direction combined with a local workforce and ownership.
