California's program to fund construction of county jails is an attempt to address the problems of overcrowding and deterioration of prisons that are faced by prison authorities nationwide.
Abstract
Under the County Jail Capital Expenditure Fund in California, a series of funds raised by the State, allocation policies were adopted, planning requirements developed, and beds added, although the overcrowding problem continues. As a result of the program, California is gaining experience with a wide range of construction alternatives; almost all new jails incorporate progressive design concepts. This report lists planning, site visits, consultants, and continuity as the key components in managing a successful jail construction project. Staff costs and reevaluation of design concepts are two major planning issues; project management, technical specialists, design simplification, and attention to hardware and equipment can assist in controlling costs. Other considerations include construction management, technological change, new construction technologies, and fiscal restraints that can result in patchwork projects. Although the California program has been successful in many respects, the continued crowding conditions and stress placed on private sector resources qualify its success. 2 tables and 8 figures.
