The manual serves as a minimum standard for California law enforcement departments and agencies. It intends to standardize the organization and response of law enforcement agencies for unusual events, civil disorders, and other emergencies. The manual features a new concept in managing law enforcement emergencies: the Law Enforcement Incident Command System (LEICS). LEICS provides for five major functions in emergency responses: command, planning/intelligence, operations, logistics, and finance. Each of these functions is detailed in the manual. Also discussed are unified emergency operations management involving a number of agencies and jurisdictions, and training for emergency response. Extensive appendixes provide practical guidance for the performance of various emergency tasks, including those associated with alerting, mobilization, and logistics; mutual aid; mass arrest procedures; field command posts; hazardous material/toxic spills; and officer supplies and equipment. 13 figures.
