Following a map of facility locations and a chart depicting prison bed operating capacity by facility location, the report presents statistics on characteristics of the prison population. Over half the inmates, both male and female, were white and between 20 and 39 years. Inmates were imprisoned for violent offenses (33 percent), property offenses (28 percent), drug offenses (19 percent), sex offenses (13 percent), driving under the influence (5 percent), and other offenses (2 percent). The most frequent sentence lengths were 1-3 years (47.6 percent) and 4-6 years (26.1 percent). While 15.74 percent of the inmates were not eligible for parole, 73.89 percent were eligible after one-third of the sentence or 1 year, whichever was greater, had been served. The prison population increased from 4,902 in 1988 to 5,374 in 1989, but decreased from 2,139 in 1981. Data are also presented on custody distribution, escapees, operating costs per inmate per year ($10,831), and population projections.
