A squad comprised of a sergeant, corporal, eight officers, and a narcotics trained K-9 officer is assigned to one of four quadrants of the city determined on the basis of drug traffic volume. The program provides accountability of the officers regarding their assigned quad, increased community confidence, and long term commitment to eradicating the drug problem. Community support is evidenced by the accepted increase in property taxes which provide the required revenue for the program. The program employs tools such as a reverse sting and city ordinance 24-43 to reduce the narcotics traffic flow. The QUAD squads have reduced the supply and demand of narcotics from 61 active drug holes to 35 which require only routine police attention. Photographs.
