The report makes broad generalizations and harsh allegations and fails to acknowledge positive accomplishments and progressive management practices. DBFP should recognize that DJS has received smaller budget increases than other departments and has reallocated its resources wisely. Responses to specific recommendations regarding general management, individual divisions, and out-of-state placements of children are given.
