A management audit of the Maryland Division of Parole and Probation focused on its current caseload management system; pretrial, pre-sentencing, and post-sentencing investigation services; the use of electronic surveillance for intensive probation supervision; and the effectiveness of the Drinking Driver Monitor Program.
Abstract
The audit also focused on personnel allocations and the value and frequency of individual contacts between probation agents and probationers. The first phase of the audit took place during the last half of 1988 and gathered information on management and organization, fiscal administration, field operations, program services, training, quality assurance, and physical facilities. The analysis focused on the State's implementation of the Model Case Management System of the National Institute of Corrections. It concluded that 80 changes were needed to improve the implementation of the agency's mission, policies, goals, and program strategies as well as to aid the oversight efforts.
