The goal of the Interstate Compact on Juveniles is to provide better protection for both the juvenile and the community by establishing a standard interstate body of law and procedures to deal with the problems of juveniles in need of supervision and delinquent and nondelinquent runaways who cross State lines.
Abstract
The compact consists of 15 articles, 4 of which present detailed procedures necessary to carry out compact mandates. The first article describes the legislative intent and broad guiding principles of the compact, while the second article assures that existing rights and remedies, including parental rights and responsibilities, will not be abridged by the compact. Other articles address voluntary return procedures which make it possible to omit formal procedural steps if the juvenile is willing to return voluntarily to juvenile detention. Compact administration is detailed, and legal challenges to the compact's jurisdiction, responsibility, and financial obligation are considered.
