Restitution programs claim to be more effective and less expensive than incarceration of offenders. Victims, the community at large, and the criminal justice system are said to benefit by requiring the offender to literally "pay for the crime."
Abstract
This evaluative study of the Texas Restitution Center Program concludes that it is meeting most of its goals, is cost-effective, and is at least as effective as prison and parole in controlling crime. 4 tables, 9 references. (Author abstract)
