Abstract
The handbook first specifies the duties of a "friend," who acts as advocate for the charged officer, providing guidance in preparing to answer the charges and representation at the disciplinary hearing. Procedures for the initial investigation are then delineated, and issues in legal representation for the charged officer are outlined. Legal representation is allowed when the officer may be subject to dismissal, resignation, or rank reduction. Separate sections delineate policy and procedure regarding double jeopardy, service of documents, case preparation, and criminal investigation resulting in discipline. The section that discusses the hearing procedure addresses the plea, the defense, defense witnesses, the "friend's" address before finding, adjournment, and the finding. Appeal procedures are then detailed. Appended relevant official circulars and official procedures.
