Pennsylvania's Uniform Crime Report (UCR) summarizes State crime for 1989 and gives statistics for crime index offenses, Part II offenses, persons charged and dispositions, and crime victims.
Abstract
Crime index offenses included in the report are murder and non-negligent manslaughter, forcible rape, robbery, aggravated assault, burglary, larceny-theft, motor vehicle theft, and arson. Part II offenses include vandalism, drunkenness, disorderly conduct, liquor law violations, driving under the influence, and drug abuse violations. There were 948,320 actual crimes of all types reported to the UCR Program by Pennsylvania law enforcement agencies during 1989. This total represents a rate of 7,884.9 crimes per 100,000 population, an increase of 4.6 percent over the 1988 total of 906,335 actual crimes. A total of 404,738 crime index offenses were reported and confirmed by Pennsylvania police after investigation, and 543,500 Part II offenses were reported. During 1989, 45.7 percent of all offenses were cleared (24.7 percent of crime index offenses and 61.4 percent of Part II offenses). A total of 436,662 arrests were made in Pennsylvania a 6.2-percent increase over 1988. Part II offense arrests totaled 338,190, 77.4 percent of all arrests. Crime index offense arrests numbered 98,472, 22.6 percent of all arrests. About 83 percent of the arrestees were male, and about 73 percent were white. Of juvenile arrestees, 29.3 percent or 28,227 were handled within the police department and released and 32 percent or 30,806 were sent to the juvenile court or the juvenile court probation officer. Almost two-thirds of reported crime victims were involved in three offense categories: larceny-theft (31.7 percent); vandalism (20 percent); and burglary (13.7 percent).
