The recommended statewide strategy for combating alcohol and drug abuse focuses on public-private cooperation in prevention, criminal justice, and treatment. The recommended prevention strategy would use schools to promote drug-free and alcohol-free lifestyles; enlist parents' participation to prevent drug and alcohol abuse; establish drug-free workplaces, including the drug testing of certain employees; and encourage media participation. Entire communities would be mobilized to work with police and service providers. In the criminal justice strategy, the preservation of law and order would be the first priority. This strategy would aim to take back the streets from violent, predatory criminals and opportunistic drug traffickers. Additional resources for arresting, prosecuting, and punishing drug users and traffickers will be required. Other recommended criminal justice policies are enhanced forfeiture laws, drug testing of probationers and parolees, a broad array of sanctions for drug offenses, and a full continuum of care for chemically dependent offenders. Treatment recommendations include the extension of the capacity of all treatment services, correction of deficiencies in the treatment system, and the integration of drug and alcohol abuse treatment with general health care services. A central intake and assessment system is recommended for all persons needing drug and alcohol abuse treatment. Research and evaluation are also emphasized. 60 references
