The Standard Minimum Rules for the Treatment of Prisoners were approved by the United Nations Economic and Social Council in July 1957.
Abstract
Prisoners to whom the "Rules" apply are those persons under detention regardless of whether they are considered delinquent or nondelinquent detainees. Detention is the status of any person whose individual liberty is restricted in whole or in part regardless of the setting for the confinement, the mode by which it is prescribed, the manner in which it is carried out, or the extent of its application. Statistics, data, and descriptive material on detention programs, prisoners, detention personnel, and other correction personnel are to be reported periodically. A wide range of training and technical assistance measures shall be available especially to countries whose system or programs fail to meet the "Rules" in a consistent manner. The Working Group of Experts shall review procedures from time to time and recommend appropriate changes. Serious, repeated and consistent violations of the "Rules" shall be brought to the attention of the Secretary-General and the situation will be examined in accordance with the procedures of the Commission on Human Rights and the Sub-Commission on the Prevention of Discrimination and Protection of Minorities. 54 notes.
