This report presents the text for the United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances.
Abstract
The Convention is designed to promote cooperation among its parties in addressing the various aspects of illicit trafficking in narcotics and psychotropic substances having an international dimension. Under the Convention, the parties are obligated to take such measures, including legislative and administrative action, as the Convention requires within the framework of the parties' domestic legislative systems. After outlining the scope and nature of international drug trafficking to profile the need for international cooperation, the Convention presents an article on definitions, followed by a description of mandated drug offenses and sanctions to be implemented in the parties' domestic law. Included among the topics covered in other articles are jurisdiction, forfeiture, extradition, mutual legal assistance among parties, transfer of legal proceedings, and measures to eradicate illicit cultivation of narcotic plants.
