The four elements of the comprehensive approach to combatting alcohol and other drug abuse include: alcohol and other drug abuse education and prevention; intervention and treatment; criminal justice initiatives; and legislation. Additional anti-drug strategies to those currently being implemented in the State include: (1) two additional Regional Drug Abuse Prevention Centers; (2) training of drug abuse education teams in each unified school district by 1995; (3) training of at least one DARE drug education law enforcement officer in each county by 1992; and (4) expansion of the Drug-Free Schools Programs to include 100 percent of Kansas Unified School Districts by 1991. Recommendations to intervene with and treat alcoholics, drug addicts, and others who abuse drugs include additional drug treatment services for special populations and research into the incidence and effective treatment of alcoholism and other drug addiction in pregnant women. Anti-drug legislation will target both the so-called casual user and the hardened drug dealer by increasing user accountability with incarceration and drivers license revocations.
