The incidents at the New York City correctional facilities located on Rikers Island in October 1986 are examined in terms of the problems and trends experienced by the city Department of Corrections during the previous year, the current conditions in Rikers Island facilities, and efforts to address inmate overcrowding.
Abstract
The incidents included altercations among inmates, a disturbance in the mess hall, barricades in dormitories, and a job action by correctional officers. The incidents led the New York State Commission of Correction to place field staff at Rikers Island to monitor inmate transfers, and provision of services, and general conditions until the situation stabilized. The analysis of the incidents and of previous and ongoing efforts to address inmate overcrowding indicated the need for acceleration of prison construction schedules whenever possible, active planning to deal with potential inmate unrest and staff discontent, development and enforcement of policies and procedures for emergencies and for handling inmates involved in violence and other illegal acts.
