This report profiles the achievements of the Virginia Office of the Attorney General from July 1987 to June 1989.
Abstract
The report notes the Office's increased role in public policy legislative initiatives, notably in the areas of alcohol and other drug abuse and insurance regulatory reform. The Office was instrumental in achieving the passage of a "per se" law making a driver with a certain blood alcohol content automatically guilty of drunk driving. The Attorney General also organized CADRE (Commonwealth Alliance for Drug Rehabilitation and Education), the State's first public-private partnership to address substance use and abuse by the State's youth. Consumer protection efforts by the Office have included the General Assembly's enactment of two insurance regulatory bills proposed by the Office of the Attorney General, the Office's opposition to requested insurance rate increases, successful efforts to achieve a recall of Ford ambulances, and antitrust efforts. The Office has provided leadership in human resource development, notably in providing growth opportunities for attorneys to develop leadership and management skills. In the area of environmental protection, the Office pressed for severe sanctions against a company with a long history of environmental and worker safety violations and prepared an oil-spill legislative package.
